I tell them that their demand is unconstitutional, for the original Constitution of the State of California [1849*] clearly states that "All laws, decrees, regulations, and provisions, which from their nature require publication, shall be published in English and Spanish." Article XI, Sec. 21. Thus, the original Constitution itself promotes the use of the Spanish Language. In Spain, we had a similar situation with the dictatorial government of Franco. He banned the use of languages other than Spanish (Castilian). However, not long after Franco's death, the Basque, Catalonians and Gallegan mainly, started to proclaim their own identity as a nation by means of using their own language in all affairs of daily life. Not only was the language of the region proclaimed, but also its culture as well as the demand for independency, autonomy and self governance. Today, they even want to be independent Nations, and not a part of Spain anymore. For instance, in Catalonia, you can no longer get a job if you do not speak Catalonian.
